Singapore is the easiest money destination in Asia, and the rules here invert the usual advice in two ways. Four things define the local picture: the local banks add no ATM operator surcharge, the best exchange rate is at downtown money changers rather than banks or the airport, the city is so cashless you barely need cash, and the absence of a Bank of America Alliance partner hardly matters.
No bank surcharge. The big Singapore banks, DBS and its consumer arm POSB, OCBC, UOB, and Standard Chartered, do not add their own operator fee on foreign-card withdrawals, so any bank ATM gives you SGD at the interbank rate for only your home-bank fees. Ignore the widely-quoted S$5-7 'DBS fee', which is what DBS charges its own customers to withdraw abroad, not what a foreign card pays in Singapore.
The money-changer trick. Unlike most countries, the cheapest currency exchange is not the bank or the airport but the downtown licensed money changers. The three floors of competing changers at The Arcade (11 Collyer Quay, Raffles Place) and the 24-hour Mustafa Centre in Little India beat the bank rate and the Changi counters by roughly half a percent to one percent on US dollars and major Asian currencies.
A near-cashless city. Contactless cards and wallets work everywhere, including a direct tap on the MRT and buses via SimplyGo, and there is no tipping, so most visitors spend almost nothing in cash. The narrow cash holdouts are some hawker stalls and the wet markets.

Raffles Place / CBD (The Arcade): the single most useful money address in the city. Best changer window is weekday mornings; many close Sunday.
Little India (Mustafa Centre): the 24-hour Mustafa Centre changer is the other best-rate option, especially strong on Indian rupees, Malaysian ringgit, and regional currencies, and it never closes. Bank ATMs along Serangoon Road; the Tekka wet market is cash-first.
